The court held that:
The Rawal panel’s report of 2052 B.S. (1995 A.D.) conducted its study and submitted its report only in relation to the Kathmandu metropolitan area. However, it appears that the Expert Committee recommended that investigations be carried out regarding the encroachment of government and public lands not only in Kathmandu but also in other parts of the country. Therefore, based on the recommendations of the Expert Committee, it is desirable that the Rawal panel’s report be implemented, and that encroachments on government and public lands in other areas of the country also be investigated and action taken in accordance with the law. Hence, a directive order is hereby issued to give this matter high priority and to ensure its prompt implementation.
