Pro Public, SAP-N, and SNV-N had jointly implemented the program in Kalikot, Mugu, Humla and Dolpa districts of Karnali Zone from September 2007 to December 2008 with a goal to support civil society organizations in rapidly playing a major role for social and political change and ensuring transparency and accountability in decision-making, delivery of services and utilization of public resources.
The specific objectives of the program were to
a) support the emergence of 60 young leaders and their respective organizations and to increase representation and participation of marginalized groups and villages in local governance system, and their access to services and public resources and
b) build capacities of four umbrella pressure groups at the district level to improve transparency and accountability of local bodies and administration towards the population and to promote right-based approach to development. In order to achieve these objectives the program was divided into two components i.e. Young Leadership and Transparency. SAP-N implemented the Young Leadership component whereas Pro Public implemented the Transparency component. SNV provided advisory services to the project at national and district levels.
The initiative focused on capacity building through initial and refresher training for civil society organizations (CSOs) across four districts. Conducted by Pro Public in January 2008, it included 130 participants from various CSOs. Post-training, citizen monitoring alliances were formed in each district, led by appointed officials with established operational guidelines and a three-month action plan. Further efforts led to the formation of the regional citizen monitoring alliance, Karnali, with nine executive members. An exposure visit program from June 30 to July 2, 2008, enabled participants to share experiences with the district citizen monitoring committee of Kanchampur and interact with government officials. They also visited freed Kamaiya settlements to discuss post-rehabilitation status. The program included a meeting with SNV professionals in Nepalgunj, facilitating valuable exchanges. These efforts aimed to empower CSOs and citizen monitoring alliances to enhance transparency and accountability in public service delivery and governance.
