National Capacity Development Institute (NCDI)

Pro Public implemented National Capacity Development Institute (NCDI) with support from World Bank’s Program for Accountability in Nepal (PRAN). The objectives of NCDI were to identify capacity development needs and demand of CSOs and government agencies on social accountability; develop and implement short-term and long-term plans to deliver training on PRAN priority themes; and organize social accountability training programs. Pro Public and its consortium members – Nucleus for Empowerment through Skill Transfer (NEST) and Better Nepal have been undertaking its activities relating to training, capacity development, mentoring and awareness building on principles, approaches and mechanisms of social accountability. NCDI provided series of training such as general training in social accountability approaches and mechanisms to members of CSOs, media and government officials; customized training in specialized social accountability (for specific constituencies such as media groups and journalists; service delivery NGOs and government agencies); on-the-job mentoring and coaching for recipient of action learning grant; and study tours.


During the period of 2011 to March 2014, NCDI organized numbers of training on Public Financial Management, Municipal Good Governance, and Public Service Delivery and also organized Training of Trainers (ToT) on Participatory Training Methodology and so forth.  The project had basically intervened in the areas of capacity building, mobilization and advocacy that are presented below. The National Capacity Development Institute (NCDI) has undertaken various initiatives aimed at enhancing capacity in social accountability (SAc) and mentoring and coaching services under the PRAN project. Capacity development activities include symposiums, workshops, and training sessions on topics such as public financial management (PFM) and participatory monitoring of public services. These sessions aim to transfer technical knowledge and skills to participants, enabling them to apply for small grants and improve governance processes.


Mentoring and coaching services provided by NCDI focus on supporting sub-grantees in implementing their projects effectively. This support is delivered through various channels including email, telephone, and face-to-face interactions, with mentors selected based on their relevant experience and knowledge. Workshops and seminars, such as those organized in collaboration with the DG BRIDGE initiative, aim to promote democracy and governance by facilitating dialogue and learning among various stakeholders. These activities involve customization workshops to tailor training modules to the Nepali context and address specific issues like domestic violence and budget tracking.


Additionally, NCDI has piloted the Community Score Card (CSC) tool to monitor and evaluate public services, particularly in the health sector. Orientation programs and facilitators' training sessions were conducted to equip participants with the necessary skills to implement CSC effectively. Publications play a crucial role in disseminating knowledge and experiences gained from these initiatives. NCDI has published reports summarizing symposium proceedings, documenting social accountability tools, and detailing the piloting of CSC in various districts. These publications aim to inform stakeholders about PRAN's activities, promote social accountability, and share lessons learned.
