Dialogue Facilitation and Mediation for Strengthening Peace and Social Harmony"

Pro Public worked for the reintegration process of ex-combatants in the several communities of Nepal from 2013 to 2017 by using the tools of Dialogue Facilitation and Mediation that was quite successful program to change the role of ex-combatants into the peacemakers and build the strong relationship between ex-combatant and other community members and promote the peace and social harmony in the communities in overall.


After great success of the this program,  Pro Public implemented a project, with different target groups by using the same tools, entitled Dialogue Facilitation and Mediation for Strengthening Peace and Social Harmony, in four communities, i.e. Lahan/Siraha, Shivaraj/Kapilvastu, Nepalgunj/Banke & Tikapur/Kailali, aims to deconstruct dividers and create connectors by bringing down social barriers to interaction through a process of dialogue and mediation between different castes, ethnic groups, religions, political parties, Terai (Madhesi) and Hill (Pahadi) communities and has also envisioned to create and strengthen the relationships and trust among them. This program was supported by the Robert Bosch Stiftung , Berlin, Germany.  


The constitution of Nepal asserts that the country is a secular, inclusive, democratic, socialism-oriented federal democratic republican state. It also guarantees equality and prevents discrimination on grounds of origin, religion, race, class, sex, ethnicity and geographical region. However, the government still has a long way to go before it really succeeds in translating the letters and spirit of the constitution into reality to the wider acceptance of all religious groups and ethnic communities living in Nepal. The Madheshi, the Tharu, the Muslim and the Dalit communities, recognized as marginalized, feel that they are less privileged than Pahadi (people living in the Hills) and the so-called “high caste” people.  This seething discontent has resulted in bad blood between Madeshi and Pahadi, Tharu and Pahadi and Hindu and Muslim, fomenting mutual distrust leading to violent outburst at times.   The overall aim of the project was to contribute to building and strengthening infrastructures for peace (I4 P) at the community level by capacitating/training Dialogue Facilitators and Mediators who can play the role of a catalyst in the communities towards strengthening peace and social harmony.


Major outcomes of the project include:

  • 40 Dialogue Facilitators from mixed groups in four local government units (LGUs) across four districts received 20 days of training (basic, advanced, and refresher) in
  • Dialogue Facilitation and Mediation.
  • 40 dialogue groups were formed, involving 400 members, and convened.
  • Four community envisioning sessions were organized, resulting in action plans presented to local authorities.
  • 16 Community DFialogue events were held, addressing issues such as Gender-Based Violence (GBV), dowry, child labor, and Chhaupadi.
