STPP/GIZ project on Support for the Capacity Building of the Local Dialogue Facilitators and Organizations, Establishment and Sustainability of Dialogue Centers for Peacebuilding

As Nepali community has received a substantial number of demobilized but not adequately integrated Maoist Ex-Combatants (ECs), there is a concern regarding the ECs remobilization and re-engagement in violence. The Maoist combatants who were actively participating in abolishing the monarchy and bringing the new democratic state now find their life purposeless; after the Comprehensive Peace Agreement was signed in 2006 the combatants are no longer needed.

Most of the Maoist ECs are illiterate, they lack livelihood skills and they also fear of being boycotted by the host community. To strengthen the relationship between members of host communities and ECs by capacitating the local Dialogue Facilitators engaging in the activities Pro Public, in partnership with GIZ/STPP, coordinated different activities i.e., interaction/orientation program, formation of Social Dialogue Groups (SDGs) and conducted regular meetings, peace events in collaboration with different organizations and provided mediation services for resolving the local disputes engaging the Dialogue Facilitators (DFs) in four project communities, Piparapaschim/Saptari; Padampur & Jutpani/Chitwan; Uttarganga/Surkhet and Sandepani/Kailali. It aimed to support the process of establishment and continuation of the dialogue centers and ultimately restore peace in the communities.

Peace events were organized to address and express the concerns in creative ways like use of dramas, sports, cultural programs, health camps, rallies, to engage the members of both the host and new communities inspire them to lead, to take responsibility and to be the creator of peace building.

The main objective of the project was to strengthen the relationship between members of host communities and ECs by capacitating the local Dialogue Facilitators (DFs) engaging in the activities and to capacitate the local DFs and coordinate the peace activities. It aimed to support the process of establishment and continuation of the dialogue centers and ultimately restore peace in the communities.

To meet the objective of the program, inmedio Berlin had designed the training materials on Dialogue Facilitation and Mediation and provided the training to the selected candidates from old and new communities, who were mobilized to lead the activities scheduled in their respective community since April 2013 to March 2014.
