Advocacy through Leadership Development Project

Name of the Project: Advocacy through Leadership Development: Development and Mobilization of Young Leaders in Response to HIV and AIDS at District Level.

Funding: UNAIDS Nepal

Period of the Project: Six Months (April to September 2006)

Project Areas: Achham, Kailali, Banke, Dang, Rupandehi, Kaski, Dhanusha, Saptari, Morang and Jhapa districts

  • Build deeper understanding on the underlying cause and effect of the HIV and AIDS epidemic on health and socio-economic development among young people in the districts
  • Through coordination with District AIDS Coordination Committee (DACC) as local institution to lead district AIDS response in selected 10 districts, integrate HIV and AIDS issues related to youth & women into district plan
  • Mobilize young people and women to initiate open dialogue on HIV and AIDS at district and grassroot level and
  • Document best practices of leadership mobilization in order to adopt and scale up the strategies

1 Leadership Development Training

Two leadership development trainings will be organised each in Dhanusha district (for Kaski, Dhanusha, Morang, Jhapa and Saptari districts) and Banke district (for Kailali, Achham, Banke, Dang and Rupandehi districts) for five participants from each district.

1.1 Leadership Advisory Panel

A voluntary Leadership Advisory Panel for HIV and AIDS will be formed consisting of four advisers representing different sectors in the district, who will support HIV and AIDS programmes as well as advocate with their leadership quality and influence for the same.

2 Advocacy Campaign

2.1 Leadership Development Training to District Good Governance Leaders

A two-day leadership development training programme will be held in Kathmandu for the District Good Governance Leaders with the objective to disseminate project related information as well as to help them build understanding on the underlying causes and effects of HIV and AIDS epidemic on health and socio-economic development. Two Pro Public District Level Leaders from each district will participate in the orientation programme.

2.2 Publication/Distribution of a bi-monthly Bulletin

A twelve-page bi-monthly bulletin in Nepali (4,000 copies) will be published in the central level and distributed mostly in the district level. The contents of the bulletin will be of national, regional and international level that will empower the local leaders with special features of the selected districts.

2.3 Production/Distribution of Stickers

About 4,000 pieces of stickers with national theme and other effective advocacy slogans, targeting at the local political and community leaders, will be produced and distributed among key stakeholders in all the respective districts.

2.4 Signature Campaigning

A week long signature campaign will be organised simultaneously in all the ten project districts with the objective to make each of signatories aware of HIV and AIDS in their respective districts. The campaign will be signed over by more than 50,000 people.

2.5 District Level Discussion Programme

In total ten district level discussion programmes, one in each district will be organised for the local and community leaders to encourage and support leaders for the initiation of open dialogue and activities on HIV and AIDS in their respective districts.

2.6 District AIDS Profile

District AIDS profile of all the ten project districts will be prepared so as to disseminate district information on HIV and AIDS.
