Pro Public had implemented "Preparation for Civil Society Observation of the Constituent Assembly Election in Nepal" program as part of Pro Public's Participation in the National Election Monitoring Alliance (NEMA) with the financial support from The Asia Foundation (TAF). There are altogether 14 civil society organizations as members in the National Election Monitoring Alliance (NEMA). The goal of the program was to conduct comprehensive non-partisan monitoring of the Constituent Assembly (CA) Election in Nepal and contribute to the long-term democratization process in Nepal by the network of civil society organizations. During the period March 1, 2007 to April 15, 2008 Pro Public established a CA Election Unit in its premises that Coordinated with NEMA Secretariat, alliance organizations and TAF during the CA Election. It monitored CA Election at national, district and local levels by coordinating/establishing regional offices and district offices and mobilizing local NGOs/CBOs and local partners/networks.
Pro Public took lead role to managed Far-western Regional Office of NEMA (Dhangadhi), 6 districts i.e. Surkhet, Kalikot, Mugu, Accham, Baitadi and Kanchanpur and 9 constituencies of Morang, Dhanusha, Sarlahi, Kathmandu, Nuwakot, Rupandehi, Kapilvastu, Surkhet and Kanchanpur for the CA related activities. Similarly, it had supported 6 district i.e Kapilvastu, Banke, Dedaldhura, Bajura, Doti and Bajhang and 29 constituencies of 20 districts for the CA Election related activities. Pro Public had mobilized about 1200 Election Observers at local level free and fair CA election.
