Coalition for Constituent Assembly Support (CoCAS) is a consortium made up of Pro Public, CeLRRD, FWLD, IGD and The Asia Foundation. It has implemented “Strengthening the Public Awareness, Participation, and Accountability in the CA Process in Nepal” program in first phase. The objective of the CoCAS I was to increase public awareness, participation and accountability in the forthcoming constituent assembly process in Nepal. Pro Public had implemented its program in all 24 districts of mid and far western development region through the partnership with local NGOs. The duration of the project was January 2007 to April 2008. The major activities of the project were civic education and voter education on constituent assembly election. Total participation of the people in civic and voter education was 74,405 and 83,412 respectively.
In the second phase of CoCAS, it had expanded its consortium members and included BASE, Videh Foundation and FEDO. CoCAS had implemented “Strengthening the Voice of Marginalized groups in Nepal’s CA process” program in the second phase. The objective of the CoCAS II was
(i) to enable marginalized groups to identify and articulate their concern and
(ii) to engage and develop the capacity of constituent assembly representatives for effectively represent marginalized groups. The duration of the project was June 2008 to May 2009. Under this project, Pro Public had implemented its program in 13 districts (Humla, Mugu, Dolpa, Jumla, Kalikot, Jajarkot, Rukum, Rolpa, Sallyan, Darchula, Baitadee, Achham and Bajura). Major activities of the project were to provide civic education to the ten of thousands people and prepare community reform declarations as well as district reform agenda of marginalized groups.
