Pro Public has a well-managed and established governance system and structure in order to run its core and project activities effectively and transparently. All our activities are guided by Financial, Administrative Guidelines and Personnel Policies endorsed by Annual General Meeting (AGM) as well as the Statue of Pro Public. Pro Public has an Executive Committee consisting of 9 Executive officials/members including a President, Vice-President, General Secretary, Treasurer, Joint Secretary and four Executive Members. The election of the Executive Committee is held in every three years. As per the Statue of Pro Public, atleast 44% of the positions of the Executive Committee (EC) are reserved for women; Dalit, Madhesi, physically challenged person, minorities and indigenous communities (Article 12). At present, there are 5 (56%) female members, out of 9, in the executive committee.
Similarly, members of the EC are not allowed to hold the same position for more than two terms (Article 12 A). A staff member is not allowed to run for any position of the EC. In the same way, a member of the EC is not allowed to work as regular staff. Pro Public has binding standards of guidelines i.e. personnel, financial, sexual harassment, procurement, communication, safeguarding, safety and security, grievance handling, and so forth. Pro Public has total of 119 members, out of which 29% are “women”. It has members from marginalized communities.
Similarly, members of the EC are not allowed to hold the same position for more than two terms (Article 12 A). A staff member is not allowed to run for any position of the EC. In the same way, a member of the EC is not allowed to hold a full time staff member’s position. However, a member of the EC is allowed to do consultancy work for the organization in the area of his/her expertise only up to 90 days in a fiscal year.
The meeting of the EC is held periodically, at least once in every two months. The EC takes policy decisions whereas the Executive Director, in consultation with the Management Team (comprised of senior level staff members), implements such policies and decisions. The Executive Director, with the support of staff members, develops programs and runs the day to day affairs of the organization. Thus the roles of staff members and members of the EC are clearly defined by the Constitution and other policy decisions by the EC.
Pro Public has gender friendly policy in place which provides 3 month maternity leave to its female staffs. Similarly in recruitment policy qualified female candidate are encouraged to apply and suitable candidates are given priority as well.
